The announcement offers temporary relief to residents in Harare's once prosperous suburbs who had started pulling down their own home-based kiosks after police warned their crackdown on illegal structures would be extended to new areas....
Sounds like they read my previous post saying they could make more money by taking bribes (aka "relavant taxes") than by just trearing them down...
